Bill Protzman, President and Chief Operating Officer, has a strong engineering foundation and decades of hands-on program leadership. Bill joined DCS as an individual contributor and advanced through every level of leadership, reflecting his deep understanding of the organization and its mission. While at DCS, he supported the growth and leadership of the Army business base and spent 20 years managing DCS’s contracts with the U.S. Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC), guiding high complexity defense programs and multidisciplinary teams. Promoted to COO in 2024, Bill now oversees company operations and drives strategic alignment across the enterprise, ensuring DCS continues to strengthen its capabilities and deliver exceptional results for its customers.
He holds a B.S. degree in Electrical Engineering and began his career as an Aerospace Software Engineer at Westinghouse Electric Corporation’s Defense and Electronics Center (now Northrop Grumman). He also serves as Chairman of the International Committee for Information Technology (INCITS) Computer Graphics and Image Processing U.S. standards body, supporting the development of INCITS/ISO standards in emerging technologies like mixed and augmented reality, synthetic environments, and the metaverse.
