Tim Phelps serves as Chief Financial Officer and Treasurer and has decades of federal contracting experience. Since joining DCS in 2012 as Vice President and Corporate Controller, Tim has played a central role in strengthening the company’s financial operations and ensuring long-term fiscal resilience. Tim oversees financial reporting, budgeting, Government contract compliance, internal controls, accounting, tax compliance, and treasury functions. His leadership has also extended into enterprise stewardship through active service on the DCS Board of Directors, as well as various governing committees.

Prior to DCS, Tim held financial leadership positions across the government services sector, including Vice President of Finance at Maximus, Inc. and Controller and later Vice President of Finance at Farradyne, Inc. Tim is a Certified Public Accountant and is a graduate of the University of Virginia.
